DBE and ACDBE Programs

Esbe Solutions provides comprehensive DBE and ACDBE program support grounded in a clear understanding of federal certification and compliance requirements under 49 CFR Parts 23 and 26. Our team brings direct experience supporting certification processes, including review of personal narratives, ownership documentation, and control analyses required to determine DBE and ACDBE eligibility.

We support agencies with DBE/ACDBE Program Plan development, defensible goal-setting methodologies, compliance monitoring, reporting, and technical assistance. Our approach ensures that certification and program administration activities are consistent, well-documented, and aligned with USDOT expectations, including those of the FAA, FHWA, and FTA.

In addition, Esbe Solutions assists agencies in developing mentor-protégé, capacity-building, and small business development initiatives that support eligible DBE and ACDBE firms beyond certification. Title VI Compliance & Equity Analysis

Title VI is a cornerstone of civil rights compliance, ensuring that no person is excluded from participation in, denied the benefits of, or subjected to discrimination under federally funded programs. Esbe Solutions supports agencies in developing, implementing, and maintaining Title VI Programs that are both compliant and equity-focused.

We assist with Title VI Program development and updates, demographic and equity analyses, public involvement strategies, Limited English Proficiency (LEP) plans, and complaint procedures. By integrating regulatory compliance with meaningful community engagement, we help agencies demonstrate accountability while advancing equitable access to services, programs, and decision-making processes.

ADA Compliance & Accessibility Programs

Accessibility is essential to equitable service delivery. Esbe Solutions partners with agencies to ensure compliance with the Americans with Disabilities Act (ADA) while promoting inclusive, accessible environments for all users and employees.
